Brazil Approves $700 Billion Energy Plan Through 2035 as Renewables Set to Dominate 85% of Electricity

Brazil has officially approved one of the most ambitious energy roadmaps in the world. The government confirmed the Energy Expansion Plan (PDE 2035), outlining nearly R$ 3.5 trillion (around $700 billion) in investments over the next decade to reshape the country’s energy system and accelerate its transition toward clean power.

The plan was formalized by the Ministry of Mines and Energy and consolidates projections from the Energy Research Company, setting the direction for Brazil’s electricity and energy markets through 2035.

A global renewable energy powerhouse in the making

According to the new roadmap, Brazil is positioning itself as one of the most renewable-heavy energy systems in the world.

By 2035, the country is expected to generate more than 85% of its electricity from renewable sources, with strong expansion in:

  • Solar energy
  • Wind power
  • Distributed generation systems

Overall installed electricity capacity is projected to jump from 255 GW to around 367 GW, adding roughly 110 GW in ten years.

Trillions in investments to reshape the energy sector

The PDE 2035 estimates R$ 3.5 trillion in total investments across the energy sector.

These funds will be directed toward:

  • Expansion of generation capacity
  • Transmission and infrastructure upgrades
  • Energy security and system resilience
  • Industrial electrification
  • Regional development projects

The government says the plan is designed not only to expand supply but also to improve competitiveness and attract long-term private investment.

Energy demand rising fast across Brazil

The report forecasts that energy consumption in Brazil will grow steadily over the next decade, driven by:

  • Industrial expansion
  • Transport electrification
  • Residential and commercial demand
  • Digital economy growth

Final energy consumption is expected to rise by 1.8% per year, while total energy supply grows by 2.3% annually.

Energy transition goes beyond technology

A key highlight of the plan is its focus on a “just and inclusive energy transition.”

Beyond infrastructure and generation, the policy includes:

  • Job creation in green industries
  • Workforce retraining programs
  • Regional development strategies
  • Measures to reduce energy poverty
  • Social inclusion in energy access

Although electricity access in Brazil is nearly universal, the government emphasizes that affordability and fair distribution remain major challenges.

Public consultation shaped the plan

The PDE 2035 was developed over several years and included a public consultation process that received 846 contributions from 62 institutions.

Fifteen thematic reports were also published to support transparency and technical validation of the plan.

Brazil bets big on energy leadership

With the approval of the PDE 2035, Brazil is signaling a long-term strategy to become a global leader in renewable energy.

By combining massive investments, rapid renewable expansion, and a structured transition strategy, the country aims to strengthen its position in the global shift toward a low-carbon economy—while reshaping its energy landscape for the next decade.
